Biography

LULAC Council 310 was chartered in West Liberty, Iowa, in 2014. The town of West Liberty was Iowa’s first community to reach a Hispanic-majority population and the state’s first school system to implement a dual-language (English and Spanish) school program. The members of West Liberty LULAC Council 310 focused on initiatives such as civic engagement and voter registration, Latina/o outreach and advocacy, youth programs and scholarships, and immigration resources. Past council presidents were Cara Calvin-McFerren and Ed Moreno.

The national LULAC organization was founded in Texas in 1929 to promote the rights of Mexican American citizens of the United States and to preserve the rich traditions and cultural heritage of its members.
